- The FG and in particular the MOH is under attack of the 1-CARE (1C) scheme. As bitter as it may be, they must accept that they are in the current predicament because of partly their own doing. I say this because they are saying the wrong thing at the wrong time and different people in MOH are saying different things at different time. It is not fair to blame any groups out there for attacking the 1C project. The people are genuinely worried. Unfortunately the people worries are not being address. Instead being told what positive value of 1C, they are being told about paying more. The cost of living has gone up tremendously in the last 3 years and the last thing anyone wants to hear is that they have to pay more for service at government hospitals.
- As expected, the politicians are capitalizing it. If BN capitalize it by calling it 1C and trying to ties it to 1-Malaysia then I don’t blame PR for attacking it. It should not have been called 1C in the first place. I spoke to 3 different strong UMNO bloggers tonight and they also do not agree about project. It seems the professional UMNO bloggers maybe on the same page with pro-PR bloggers on this issue. There appears to be a meeting point for the opposing camps. In my view, they should have kept the politician out of it and maintain its generic name. Big mistake! In any case, it is too late to backtrack. They can only move forward. Since the politicians mess it up, maybe MOH should let them clean it up.
- Rather than being defensive, MOH should continue to engage the people using the MSM and alternative media. I think they know the drill. It is no different in managing any public health issue. Collect data or information, analyze, diagnose and plan a public health program. A key component of any public health program is education and engagement. That is basic. Currently the MOH claims that it is in phase 1 i.e. the enhancement of existing service. If that is the case they should not talk about 1C but focus on enhancement existing services. They should publicize on what they are doing in Phase 1. They should educate the public on where we are today, where we are going, when we will be there and what is the target in terms of phase 1. No need to talk about the other issues or talk about 1C. The public will glorify MOH and the BN government for enhancing public healthcare service. Who wouldn’t! The time is not right to talk about 1C when phase 1 is not clearly defined and explained to the public.
- For example the delivery of drugs for chronic patients by post was a brilliant idea. Why was there a limited publicity on this matter? The plan decentralization of basic services is a good idea. MOH should go out and explain all this good things that they do. Unfortunately they are not doing enough in telling people all the good stuff that they did and are doing. It is sad. At this stage, I urge MOH to review their strategies and engage the public via all media. I am more than happy to help.

No doubt the manner the scheme is to be implemented and the explanation is much to be desired. However, the intent behind this scheme is not in issue.
Credit should be given to the present Government to embark on this matter for the increase in health care cost is a concern for all of us.
I am certain we all understand the policy decision is always made by the politicians and the government servants will have to implement it.
This applies to all governments including the State governments.
The issue at hand is whether such policy is flawed? From reading everyone’s comments, we are in agreement that there must be something done to alleviate this matter as to the rising cost of healthcare. Clearly, we are in support of the policy. Therefore is we do support the policy, we are also saying the BN government is pushing the right policy through.
The problem now is how would it be implemented. That is the biggest issue. Clearly, this is not the preview of the politicians for this is not their role. This is the role of the relevant government servants in the relevant ministries.
My view is that our government servants are not at the standard expected by the rakyat.They have a major problem in promulgating the scheme to support the policy and to structure the scheme.
I suppose that’s why despite change in governments in some states, many things remain the same. The issue is the government servants can’t delivery the standard and quality expected of the rakyat.
I feel it is time that the Government servants were to appoint professionals to structure the scheme and even invite people like you to sit on the steering committee.

Have you observe, the leakages we have been addressing, eg. Pharmaniaga?

Your view depends on whether you feel the Government shouldn’t embark on such policy?
If that is your view, then you have the right to object to the implementation of such policy in-toto.
However, from what I have read, the objections are to the manner of implementations and not the policy behind it.
Of course, I would assume in your particular case, you merely believe in hate politics and whatever policies proposed by the BN government should be opposed disregarding the objective of such policies.
Like wise, you will blindly support any policies proposed by the DAP, PAS or PKR governments even if the policies are ridiculous and does not benefit the nation over all.
I suppose, we have all sorts of people in the country – including blinkered partisan supporters.

You got your facts wrong. Just read WHO report (note its dated). http://www.who.int/health_financing/countries/en/malaysia.pdf. The government did “remarkably well” and our healthcare comparable with developed countries. When it’s correct you must admit. Otherwise we can never resolve this 1care issue.

The more people that I talk to, it appears to me the intent is getting even blur by the minute. MOH don’t want to share any info with the public. Someone small in MOH promise to extend to me the who project paper in several volumes. Once I get it depend on the security classification I will act accordingly.
They should focus on the cheapest solution.
Doc, while the delivery of medication by mail is a great idea to reduce the physical waiting time at the various collection centers, as i always say implementation is so weak.
FYI, the patient has to be personally present for the registration, no exception even if the person is handicapped or bed-ridden! There already exist the computerised prescription slips, why is there the need to see the person in real life? Don’t they trust the doctor who issued the prescription? So its back to the same old system for me, physically collecting every 2 months..wtf!!

I am equally worried. The cream of MOH saying that they are at infancy but I doubt it as they have been addressing this for the past 10 years. In the early days it is all research. On the implementation side, they said they are not ready. Then the DG said that the government may fund the whole project. I am confused and I worry for the people because different officers says different thing.
As for the politicians, they cannot be trusted and has poor record of telling the truth. Therefore you can make your own conclusion abt them

From where I come from, especially studied in Yingeland for 2 years, I can assure you that the system is far from perfect. It suck lotsa money from public & healt care services went downwards

Me too studied in Yingeland for 5 years. Had the experience to be hospitalised in a public hospital in Yingeland too. The facilities, cleanliness and services from the ambulance, nurses, doctors, specialists, etc etc is comparable to our Prince Court Hospital. It is all for free… I don’t pay a penny. It is very Islamic…more than Islamic.

i’m interested to know how much 1Care will cost my pocket, the ppl in the rural areas n y the recent statement by MOH it will be mandatory even though no details have been given.
