The subject of local council election in Selangor is dead. The basis of my statement is a legal one based on the local council ACT. I have written about it before. In light of recent decision by MPAJ for approving the construction of houses within a tight mosque compound in BA despite not meeting the JPBD Guidelines 2010, I feel it is imperative that this issue is revisited.

In the past, many of us residents don’t even know about the local council and let alone its function. The local council members are appointed by the ruling government of the day. Previously elected reps and key political appointees sit in this committee. Since PR won the power of ruling Selangor, 1/3rd of the appointments are reserved for NGO’s. Unfortunately in many cases the so called NGO’s are also members of ruling political coalition. The idea of giving the 3rd voice back to public is merely a theory that is meant to appease the public. The actual voice of the public does not reach the local government.

Since last year, I had highlighted that Selangor State Government (SSG) should explore the appointment of local residential association heads irrespective of their political ideology to ensure that the people’s voices are well represented at the lowest level of governance. This does not go well with many readers and politicians.

In PJ, we have Johan Tung Abdullah who is the current President of APAC (All Petaling Jaya Residents Association) which is a coalition of 20 Residents Association. Despite the maturity of the system in PJ, post of President of APAC does not guarantee a representation in the Local Council. In Bukit Antarabangsa COBARA Chairman Position is similar as in PJ. After the previous Ahli Majlis (AM) chose not to renew his appointment, the new AM who is a political appointee and currently resides in Setiawanga was made the AM. Apparently he bought a house in BA with the intention to stay here to avoid any political flashes.

For those that is not clear about my writing (since off late many are getting confused), I am not asking the current COBARA or APAC Chairman to be appointed. I am saying that the Post carries an automatic position in the local council. In this case, both the presiding Chair should be on the local council and only vacate such position if they were not reelected into their respective local RA positions. The personality is secondary. My frustration lies with the fact that my current AM has remained silent and the PR local leaders has been silent on the approval of the construction of the houses on in MBA despite it is against the JPBD guidelines. My emails remain unanswered. Because of this, as a resident I am powerless. The party that I voted had betrayed me again.

The approval given by the local authorities and the silence of local political appointees send a very wrong signal. It seems that things have not change from what is being practiced in the past. Local council members dare not speak up about important issues because they are worried about political implications. With churches being burned and mosque being vandalized by paint, many people dare not speaks up. If the Muslim feels that do not want to speak as they do not want to be seen as offending the mosque committee, do you expect the non- Muslim will speak up on such issues. This is simply not good.

Right now if one were to study the organization structure of the local council, the YDP post is a very important post. At the moment this post is filled by Federal Officers which was seconded to the local authorities. The YDP has wide powers. He is also the Chairman of the Local Council. I think the time has come that this post is filled by local resident which is filled by a process of recruitment on a contractual basis. Honestly words cannot describe my frustration on how the process has been manipulated to approve a project that cannot be approved. Should I continue and fight this issue because it is a fardu kifayah or just drop it because it is a “masjid”… sensitive lo!

there is simply no political will from either the BN or PKR to push for this local election. It is so obvious that both are using the local councilor posts as payback/bribery for their political servants.
Its hogwash to say to have apolitical NGO reps in local council.
I await the day any government can give me the rights to choose/vote in a local councilor. This councillor must also be a resident living, breathing and sharing my community wants, needs and concerns. For e.g. what would a nouveau riche politikus-wannabe, living in a gated&guarded tropical million$$bungalow, know about my subang jaya needs?
To be fair to YB BA when the question of when was the last time YB BA came for a talk in BA arised.
I attended a family day function organized by surau Oakleaf Condo on 7-Aug-10, he was there with the residents and I am not sure for how long as I left after an hour and he is still there.
Yesterday I was at MBA after buka puasa and YB was already there to buka puasa with the khairah and stayed till moreh.
Maybe I am just plain lucky to continue to ‘bum’ into YB BA and others dont see him in BA.

You sure can get things done your way. It is good to see someone who is willing to go all the way to ensure that the local authoritys (PBT) play by the rule; and not to their whims and fancies.
I believed that it had been mentioned before, one YDP once bragged that they are MORE POWERFUL than the ADUN or MP as they will be gone in 5 years when the next election is conducted. But YDP tends to be there a long time. Not sure if this is how things are run at the PBTs now.
I am amused to see that you had confessed that you had voted for PKR in the last election. I could not blame you for getting pissed with Azmin as he had not seen to be serving his constitution well. As from your comments, neither did his henchman. When was the last time he came for a talk in BA?
As for the AM, they are appointed to ensure that their (the ruling party; be it BN or PR) interests are taken care of. When I was working in Singapore, I had met MP who have dinner/BBQ party with his local constituents on a regular basis. His intention is not just having rapport with the locals but to have the latest news and happening in their ‘ground’ (constituency). Maybe we should send our politicians for a study tour. I am sure they will definitely enjoyed it; as it is paid by the taxpayer…

(1) Though I said the project will stop, I suggest you wait for more details tomorrow.
(2) There are two parties in this whole affair (a) MBA and its associate committees (b) MPAJ
(3) R2W intent to bring the rogue officers at MPAJ for approving this project to task by escalating this matter to this highest authority in the civil service.

you are right in reminding us of this issue. If PR is as poor as BN in their performance vis-a-vis the Rakyat, they may as well pack up.

It takes a man of Principles and strong conviction to be fighting the battle you are now taking on with MPAJ.
As the risk of repeating myself , ALL politicians and
authorities will only pay heed or listen to you if you are
in a position of strength, otherwise you can scream and
shout all you want……. they will just ignore you or worse ,
label you as a nuisance .
I pray that the folks in your neighbourhood recognise that you are investing time & effort in protecting their rights
and will back you all the way.

I have resigned to and have to accept that :
1. There will never be a local council election.
2. The NGOs appointed as Ahli Majlis(AM) are party
members/partisan supporters.
Hence, residents associations would be better going through their AM/JKKP for complaints. In my area in Taman Melawati, though we can go direct to MPAJ, I make it a point that we to go through Tn Hj Yazid Alias.
On your complaints, it should not be viewed as a sensitive issue because MPAJ approval for construction of the quarters is related to BA mosque. You have to challenge MPAJ that the approval violated the JPBD guidelines/building by-laws. The others may not be convinced like you that MPAJ’s approval is without merits and had violated the JPBD guidelines/building by- laws ?
Ak, I reside in Melawati too. May I know how the we get contact with the AM? I couldnt find any contacts details on MPAJ’s web

On item (1) I agree. I would even go to the extent and postulate that even PR takes over Putrajaya, it will also not happen within the first 2 years
On item (2) Agree. They are not true NGO’s
JKP system was done when Azman Wahid was the ADUN for BA. It is meant to consolidate UMNO position in the society. When PR won, they now use the same structure and members of the JKP are usually party man as well.
The 3rd vote is about liberalizing the rakyat from the clench of politicians. This must change. I have challenge MPAJ. It is now 7 days, they have not replied. However they are efficient in approving a project within 3 days of the end of tempoh bantahan. Occasionally they are efficient!
Doc, it is a very sensitive issue alright! But do what your consience tells you to do.
