I hope the IGP will not send a petrol car to pick me up for what I am about to write. If he does, then I guess I will be another statistic in the police record. Coming from long family lines (more than 150 years) in the uniformed organization which include the police and army, the man in uniform always get my support and sympathy. I have quite a significant number of relatives and very good friends currently serving the police force from the rank and file to the senior management. My great grand uncle contribution to the Malaysian police is significantly displayed in the police museum. For that reason, I try to work with them or send emails privately to CPO’s and other senior police officer rather than criticising them openly.

Today, I had to do something that I don’t want to do. I am really upset with the IGP statement today in the media. I don’t know whether he said it or not but since several media reported it, I guess it must be true. He said “If you do not want the police to enforce the law, then say so,” …. “I can tell my men to not take any action, including conduct inspections on vehicles or arrest Mat Rempit who ride without licences”

Clearly his statement is made in response to the public outcry of a 15 year old boy in Shah Alam. As if the initial Selangor CPO statement
is not bad enough, the IGP has raised the police reaction to another level. I am not sure but is the IGP issuing a threat? If indeed it is a threat, it sounds to me like a national level threat akin to a national strike. What is wrong with you, MUSA!

I believe it was immediately after Kugan’s death, I wrote an email to Dato Khalid, requesting him to tone down himself when he talks to the media. He acknowledged my email and thanked me at the same time. He did it for a short while but after several months he was back at it. In that email, I told him that talking to the media is not the same like talking to his man even though he meant well. I truly believe that he meant well.

I know as I was in uniformed once. With the men, we have to give instructions. On many occasions we have to speak is in the commanding mode. After several years, it just gets into you. You start talking like that to your family and your friends. Worst still when your friends are also officers and they also talk in the same manner. After retirement, it took me quite a while to tone down. It wasn’t easy. Even after 11 years leaving the service, sometimes I still by accident goes into a “command mode” when communicating with people. In the private sector the ball game is totally different.

When the CPO or IGP speaks to the media, they will write based on the combination of what was said and how it was said. The tone, body language and mannerism will come into play which sometimes will make a non issue into a big deal. The problem is not the media. The media act as a conduit to the public which in turn creates a very bad image of the RMP. The problem is the person who is talking to the media. They are just not trained to speak to the media. I don’t blame them entirely as it is not in their training manuals. In the case of IGP or the Selangor CPO, they have probably speaks in this command mode for more than 25 years. It is not easy to change.

I have previously written to the IGP and Cc’d to the Selangor and Johor CPO that they should let their PR unit communicate with the media. As chief, they should stick to scripts that are prepared by the PR unit. I even suggested that each District Police and State police must have a PR unit that handle issues related to public information dissemination. The PR unit must also goes into promoting community policing in the media. Seriously, PDRM must look into this matter.

I am very saddened by the statement of the IGP. I remember several months ago, a boy was shot dead in Arau Perlis but not sure what was the outcome of the investigations. Now it happened again in Shah Alam. To Musa, I think the time has come for you to step down graciously. You have to step down because of what you said and not because the boy was shot. I don’t blame you for the shooting.
- As a citizen, a former uniformed man who respected uniformed organization, in my view you have defamed the PDRM. You have defamed and not defended your man. If my great grand uncle can come back from dead, se what is happening, he would probably wants to go back into the ground. A few days back, I had some casual conversations with a few friends over “teh tarik”.
One of the guys said he was ashamed to be known of “Banjar” descent because of the “misdeeds” of a few public figures recently.
Note: The “Banjar” Malays originate from Southern Kalimantan and they are found mainly in Northern and Southern Perak (Bagan Serai, Sungai Manik and Bagan Datuk area), Northern Selangor (Sabak Bernam and Tanjung Karang area) and Johor (mainly in Batu Pahat). The Banjars were well known to be stoutly religious and are very uncompromising as far as religion (i.e.Islam) is concerned.
I asked him why?
He said the IGP is of Banjarese descent. I said, what is the big deal? He said, well …..
He revealed, three more public figures of Banjarese descent which made him very uncomfortable.
I asked, who are they?
I would not mention their names here but one of them is state mufti. The next one is a varsity VC and the last one is a parlimentarian from Northern Perak, who quit PKR to become a partyless parlimentarian.
Small wonder this Banjarese friend of mine is not so proud anymore of his ancestral liineage.

‘To top it all, today’s Star paper reported that the IGP, on his comments on the press conference at which the witness spoke, said, quote..”To a question about main witness Azamuddin Omar’s disclosure to the media on Monday about what allegedly happened that night, Musa said he did not wish to comment, saying that Azamuddin would have to tell the truth in court later.” unquote.
The IGP’s reported statement implies that the witness was not telling the truth at the press conference.
The police can give their version to the press on what transpired in any incident, but when other parties do likewise to counter the statements by the police, they are “shot” down by saying that it is unethical for them to go to the press. Hello! Who was it that went to the press first?……….accusing the boy of being a criminal?…….reversing the car with intend to injure the policemen?
The Star further reported that the IGP goes on to say, quote.. “If that was the case it would be better for the trial to be conducted through the media and my officers can also give statements through the media,” he said. Unquote.

As we all are aware, PR’s main task is to take care of the image of the organisation. If you do not know. I suggest you to find out. Perhaps from this you will find out why is the image of the PDRM is worst than before. May be the press can also give you the answer.

1. Never mind the IGP but how but our Govt leaders i.e. PM and DPM? Have you heard anything from them extending their regrets or sympathy to the family? Or perhaps give the grieving family a visit which also part of good PR exercise…..Yes/No?
2. and also remember Obama initiative, his personal involvement to quickly resolve dispute between police (just a ordinary cop) and a college professor in so call White House “air masak summit”. Notice no chief of police or high level police involved in the summit.

I remember the then IGP, I think issued a similar warning when there was suggestion to implement the IPCMC.
He said he would not bother to fight crime or something like that.
They can even hold the government to ransom and the government buckled and that was the end of the IPCMC.

BTW Dr Rafick, that day I was driving an old car – a 1974 BMW 3.0CSI to be specific, which was refurbished and restored. The number plate was the original plate since 1974 I believe because I insisted on keeping that plate because it was made of metal plate and metal numerals & aphalbets. It was sent to Puspakom for inspection and given a full approval when I completed the restoration and yet this policeman was trying for an ang pow in the wee hours in the morning of CNY. Sorry, I don’t bribe and it has been like this since I was young.

Pls permit me to digress the topic a little. I wish to share an incident that took place 2 months ago on the eve of the Chinese New Year on Feb 14. Actually it happened at 1.30 am of Feb 14, a few hours after the CNY has started.
It is traditional for Chinese to go to the temple to pray to thank the God and the deities for a good year in health & wealth. I drove my wife from Bt Ferringhi here where we are staying all the way down to Georgetown to pray at the Chinese temple along Pitt Street. We were at the temple till about 1.15 am as it was really crowded & we need to wait for our turn as there are thousands of people. Traffic was a mayhem but you as usual not a single cop was in sight to help. It has been like this for years now…
When we were driving back, along Jalan Larut, there was a massive jam. This was unusual as it was CNY morning. We initially thought there must have been an accident or something. Nope, it was a massive police roadblock manned by at least 30 men in blue, several patrol cars, several of them Perdanas, and a few of their new Honda ST1300 bikes.
I was caught in the crawl for half an hour. We needed to rush home for another prayer at our front gate but this road block was delaying us.
When we arrived at the checkpoint, I was waved aside. Now what? The cops looked all over the car & then told me my number plate looked too small. I told him it should be alright since the car dealer fixed them and it has been registered by JPJ? No way. They kept telling me the summon will cost me RM300 and I kept telling them go ahead & issue as I was in a hurry to return nhome for prayers. There were many cars that were held back this way.
My wife then told the officer to issue the summon & I admit she was a bit loud because we were tired and for God’s sake its 1.45 am & we need to drive back to Bt Ferringhi to conduct our prayers. The officer lost his cool and wow! he actually has a gun too which he was fingering. So I took a risk and got down from the car and walked to an officer with the rank of ASP and told the ASP to instruct his man to issue me the summon for an offence he said I committed. Only then the summon was issued with a sarcastic remark.
Can you imagine how the Chinese people of Penang felt that night against the men in blue? It was the first few hours of CNY for God’s sake!
I have always respected police and even was a police cadet in my Sixth Form and in UM, but I have since lost all regards for our police. Especially during the stint of this present IGP. The rot has started from the top long ago. The PM and the Home Minister just ain’t got no balls to take the action. Wonder why…

Doc, if I were the PM, I would have sacked Musa and Khalid years ago and then put these 2 flurs to face the music in IPCMC. Our institutions have all been corrupted – the police, the MACC, the judiciary, the EC, ROS, the mass media, etc.
The have been corrupted to serve the ruling party instead of the public. The ruling party has co-opted them them to protect their corruption and lifestyle.
Only a political change can correct the wrongs in these institutions. We must use our vote to do this and save the country.
That’s why I’m aghast when I read in dr raffick’s blog that some groups want to use their vote for whoever can solve their abandoned housing problem.
I understand the misery and anguish faced by these owners but using your vote for this purpose is a very coarse tool. It’s like using a hammer to smash in a small screw when what you need is a proper screwdriver.
You may succeed in driving in the screw but at the risk of collateral damage.
But I do not blame them. If you have no avenue for redress left you will use your vote. If all you have is a hammer, every problem looks like a nail.
But is it possible to look for the screwdriver before you use the hammer?

For the small picture, let see if DSAI, AA, TKI have the combined resolve to tackle the Selangor abandon housing problem when that was their promise. You do not promise and at the same time leave it to the federal government to solve the issue. The political will is lacking I dare say.

Honestly, I once respected the police for they were protecting our lives but now I care a damn even if they die in the course of their duty. They are corrupted. They are evil man in blue. Ask Raja Petra.
They abuse their power. They break the law.
Today they can walk into your house and beat you up, doc, and you are dead duck. No body will help you. You can go to court but you will NOT get any help for the judges for they are just the same.
