1. In part 1, I touched about the organizational confusion surrounding NFC, the government, MOA Inc and AISB in the National Feedlot project. I had also mentioned about the RM250 mill soft loan at the interest rate of 2% provided to AISB to spearhead the National feedlot project. In part 2, I mentioned the current actual status which is far cry from the intended target and how the project has deviated from its original goals of being self sufficient in beef by 2010. Reality is we are still importing life cattle and slaughtering it locally.
2. The big question that we need to ask for is whether the RM250 mill soft loan was dished out was given to the right company with track record and capability. We need to ask whether RM250 mill was spent totally on the project. The existing infrastructure and animal stocks does not reflect the amount of money. While we can postulate on the various possibility it is not fair to accuse the various parties involved in the beef valley project. As such the next few paragraphs that I wrote must be taken as a plausible theory which has yet to be substantiated.
3. Could it be that the Beef Valley project is just a front? A friendly party has been given RM250 mill dirt cheap loan without collaterals. For the company, they don’t have to make money from cattle business. They just need to spend 10% of the amount to show that some cattle business is taking place. The balance could be invested elsewhere. How would you have invested it?
4. If someone put in a long term FD of 5 years beginning 2007, one would earn an interest of 5% p.a. That is a clean profit of 3% p.a. over cost of funds. In other words, the borrower would have made RM6.75 mill a year. Cool money for not doing anything. The return would be higher if the monies were invested into buying commercial properties where the current market returns is about 7.5% which brings about 12.38 mills a year which is about RM1 mill a month. This is not bad for fresh graduate in the early 20’s.
5. This simple mathematics goes is only correct with the assumption that the borrower will return the principal back to the government. Would that be the case? If someone wants to take advantage of the government, why do it half way. Why not do it all the way? This would means that the RM250 mill will disappears in accounting as losses in the borrower’s book. There are many creative accountants out there which can do wonders with numbers.
6. The point I am trying to make is that the return on investment in this cattle business is fantastic. It is legally legitimate. The only thing missing is the national objective of the “National Feedlot Project” in which the government has no say or will not say anything despite having a golden share. There are no 60,000 cattle. The 310 feeder farm did not supply cattle to NFC. The NFC got their cattle from Northern Territory, Australia. I have seen enough company where the government has a golden share which is used as the basis of bail out.
7. I am not jealous of the duo who owns the NFC. I am questioning the Government on allowing a company to operate a National Organization where the nation does not have any share in it. I am questioning the wisdom of the government which gives RM250 mill soft loan at an interest rate below the market to a company that is owned by some young punks who neither has the experience nor had ever pulled cattle at the expense of national interest. I will ask my MP to raise this matter in parliament.

Works Ministers Datuk Shaziman Abu Mansor has made public the Landslide Reports to enable remedial plus safety actions be professionally addressed BUT still unfortunately its still an the macro-level, lets see how they would manage it at the micro-level, where it counts. Even IF they do import in the animals , I can tell you that the biggest problem for the
local beef business for the local Bumiputeras
is the NETWORK / DISTRIBUTION channels for the final products – the beef meat .
Once an animal is slaughtered , it faces a
challenge of time to get the beef to it’s final
consumer as ” fresh ” meat to be able to
get the premium price it needs to compete with the Indian buffalo meat ( which is half the price of the local beef produced ).
I don’t need the RM250 million …. just give me the political will/support , and I can make sure that Bumiputeras will benefit by getting a substantial business of the imported frozen Beef ( Indian buffalo meat)distribution and in the same process , ensure
that the distributors be compelled to handle
/ assist with the local / fresh beef distribution .
All the fresh beef produced will need to be
frozen down if they do NOT have access to the market( customers ) on time .
Once frozen , these will NEVER , EVER be able to compete with the imported Australian ( better quality due to production methods ) , nor with Indian Buffalo ( on pricing ).
So yes , even if they import all the RM250 million , the process will not help the
industry nor the nation as the distribution issue(s) have not been addressed .
My opinion is based on 25 years of food distribution , but unfortunately , the RM250 million decision seems to have been a political investment not properly thought thru’ for maximum benefit for the Nation .

share my thoughts and also teach them how to build a national (beef) stockpile .

Your suggestion of giving free cows for breeding was actually tried out, at least in where I am staying, some years back and it was a failure. The breeders sold their cows and then claimed it was either stolen and had gone missing.
One fact of life that had always made such “free” schemes fail was that whenever something free is given there is no responsibility and when there is no personal cost involved cheating then become common.

(1) The pawah system works in some places but failed in others. The reasons why it failed was mentioned by you. This is a minority. You need to identify the real reasons on the failure and addressed it. For e.g. If i were to do it,
(a) The pawah arrangement is only used to those participating farmers that willing to train others. The participating farmers usually are already successful to certain degree
(b) They need to sign a contract. If they lose the animal or the animal dies while in their management, they have to pay for the loss. The cost of losses should be more than the cost of animals.

As the saying goes “easy come easy go”. Most likelihood they have squandered the money rather than invested as you had postulated .
More important is whether the government actually learned from the expensive lesson or rather deny & justify the blunder. Will this lead the government to practise transparency & accountability in future:
1. Undertakings should be through a pre-qualification exercise and tendering process. Award will be based on merits.
2. Some sort of collaterals to be imposed such that if not full a part recovery on failed ventures can be sought from the successful bidder.
3. A golden share means nothing if you do not exercise control. And by this it means MOF must put a committed and dedicated person not merely as a director but in executive position.
But , I will be day-dreaming as the modus operandi as always been to enrich my cronies and in return pay into my political fund so that I can remain in power.
