1. Yesterday afternoon I received a called from one DSP Azmi from Bukit Aman requesting me to attend a meeting which he organize together with JKR Gombak, MPAJ and Ampang Traffic police at 645am this morning. I was taken aback with the unusual timing but was excited because he wants to discuss with regards to the traffic proposal that I put forward to the DIGP recently.
2. I was impressed at his commitment that he was willing to attend the meeting at 645am in the morning. This morning I left home at 630am with my Resident Association Chairman to meet the Police officers at Petronas MRR2/Jalan Kerja lama Ayer junction.
3. I was there at 640 am and found that MPAJ engineers and JKR Gombak road engineers was already there at 630am. Apparently DSP Azmi told them that the meeting will start at 630 a.m. We waited and at 650am DSP Nordin from Ampang Traffic came and he told me us that the meeting is at 700am. We waited for the big man from Bukit Aman (DSP Azmi) and he came at 740am i.e. 1 hour after me and my RA Chairman arrived.
4. Whatever initial positive perception that I had the night before evaporated into the thin air. He claims that he was stuck in traffic and bad whether as he came from Shah Alam. What an irony, traffic policeman stuck in traffic jam! When I was in the service, if my men cannot keep proper time, they would get a thorough “education” from me via my WO2 on the importance punctuality. Sometime I wish I was still in the Army. Anway I pity the JKR and MPAJ people that was made to wait for him from 630am. I was made to wait 10 minutes shorter.
5. From 645 am I briefed MPAJ and JKR Gombak engineers on my proposal and on what my proposal entailed. I was told by the JKR officers that the area of concern (JKAL/MRR 2 Ampang Point exit) is actually the border area of DBKL and MPAJ as well as JKR Gombak. Hence they need to coordinate with all parties. My explanation is very specific on what I expect from them which basically involves resurfacing of the MRR2 exit road as well as creating a U turn under the MRR2 flyover near Ampang point. I could see that the JKR officers took note of my suggestions.
6. Despite my disappointment, I briefed DSP Azmi. It is like replaying the same voice recording that I have said to DSP Nordin 4 months earlier and regurgitate what I have put on paper. I must say that despite their assurance that this matter is being addressed, I feel that they are very defensive. We spent one hour exchanging views and drove around trying to show them why I feel their argument is very theoretical and unfounded.
7. During this period, DSP Azmi keep harping that it is not an easy job for DSP Nordin as he receives many complains every day. He has to attend to so many problems and complains raised by the public. It is not easy. This was repeatedly told to us. He says we should take pity of him. I told DSP Azmi that, maybe Nordin receives hundreds of complains but I complains and gave a written solution which in my mind half of the job has been done! He even told me that I should consider going to work earlier than usual! I told him that I did not do this for myself but for thousands of drivers that uses MRR2.
8. My closing remark to them is that both I and my RA Chairman are social workers. We do work for the community without pay and we do things for the benefit of the people. Unlike other people that only complains and complains, we highlighted the problem the residents faced and we also gave them a solution. DSP Azmi promised that they will study my proposal and revert back to me soon. I asked DSP Azmi, to take an interval aerial photo of that area and study it as well as to do a trial run.
9. We left the meeting with a pessimistic mood. My RA chairman feels that the meeting was done mainly to pacify me and so that they can inform DIGP that they have met me, listen to me, study the matter and found it to be not workable. Despite our pessimistic mood, I believe that there is still a ray of hope that they would actually pursue my suggestion thoroughly.
10. My RA chairman is not as enthusiastic as me on the outcome. I can accept a NO answer if it is substantiate with reasonable “reasons”. Otherwise, I will go back to the DIGP. If I have to drag the DIGP to the same junction at 630am I will do so. I am not going to give up to a simple NO without sound reasons. This is not about me but about the thousands of residents of BA and road users of MRR2. This is a problem that can be solved with minimal strategies but the biggest problems are our system bureaucracy.


Wow, only a DSP and acting like big boss. If and when this guy becomes IGP people will have to sembah him like a maharajah!
First thing they have to clear is their ‘clogged brain’ before they can consider your proposal for solving the daily madness of the ‘clogged traffic’. Their high and mighty stance says a lot
of how much good will come out of this. So what is this slogan

you know, sometimes, we have to wonder at the sheer stupidity of whoever designed or planned the roads. they just love bottle necks. and love to make u-turn under the flyover which is near the junction, instead of further down so more cars can u-turn instead of waiting for traffic light to turn green to enable cars blocking the u-turn to move forward. you know what i mean…
and look at the flyover at jalan kewajipan subang jaya – usj! i don’t know why they terminate the flyover exactly at the MOST busiest and jam packed traffic light!
some solutions are just too simple but there are no brains to even provide it. just like a simple u-turn, sigh..
ensure your u-turn, if it ever materialise to be located as far away from the road junction as possible, so more cars can benefit from the u-turn.

You are not only pinpointing and merely complainning but you have given a solution idea to be taken into consideration.Not many of your kind are readily available. All others merely act as kaki compalint,they will complain everything under the sun.
I, strongly believe and have faith that your proposal will be studied in view of applying it if there are some resurfacing work on MRR2 are done.
I was told that police too can only gveproposal and suggestion in road matters to the rightful authority which is incharge of road matter.In this MRR2 problem no wonder other government bodies such as JKR,MPAJ and others are called for discussion.It shows police too only can put up a suggestion to the relevant athourities just like you in finding a solution.
All in all you and your residents association chairman shown a very positiveand determination in finding a solution to everybody’s benefit.

The proposed solution involves multiple party which everyone plays a role. The most critical role is played by the police on daily basis as they need to do some traffic diversion.
The other agencies role includes
(1) MPAJ – preparing and putting up appropriate sign post
(2) JKR Gombak – Resurfacing the slip road from MRR2 to JKAL and making a new U turn area under the MRR2 flyover near ampang point.
JKR Gombak claims that they need to consult DBKL as the area of concerns may have encroached in KL but I believe he is wrong as my own assessment indicates that KL border is located 300m due south from the said junction.
The area is under MPAJ consideration. The way all the authorities are acting is that they cannot make decision as they dont have authority to do so. Police claims it is up to MPAJ and MPAJ says it is up to the police. JKR Gombak says it is the role of DBKL. Someone need to take the bull by the horn and lead.
In this case the police has shown more enthusiasm in not amending the current flow rather than improving the traffic flow and they have raised their arguments. So far I have shown them yesterday that all their basis is wrong. Yet, I do not receive the comfort feeling that someone will work hard in ensuring that this matter will be resolved.
MRR2 , if not mistaken, is a Federal road and may likely be under Lembaga Lebuhraya Malaysia. You have another party to contend with.

you have studied the area well and your proposal definitely worth studying by all the authorities concern.It may take few months for them to make a decision and getting the necessary approval and allocation but i am convinced your pursuit in this public service will bear fruit soon.

Ultimately the solution, of these so called “Suckers of Tax Payers Money” is to play the “wait & see game” , “frustrate the complainant”, “we will see how far up, can you go”.
This has been the Malaysian Government (99% are Malays) Practice, for the last 30 years and all these Government Servants, have become Subserviant, to the Politicians Mode of Playing Games. They will have all the reasons, to pass the buck to the various agencies, so that you as a complainant, will give up.
Solution:
be persistant, than they will start to fear you. I have had more than one skirmishes, with these Government Agencies. Its a pleasure to walk out a winner. Be Hard and Persistant.

Whatever his (Dr. Amrit) stand is, you have to justify your statement. Otherwise, he will query you on what do you meant by “bad faith mode”?

Why is it necassary for a citizen to be ‘Hard and Persistant’ towards a government servant (public servant) when, it is the Duty, Responsibility and Accountability, of any government servant to ensure, public is served.
I am saying this because, a Government Servant, has been employed by Public Service Department (PSD) to serve the public (Halal payers), for the salary he earns (Halal Receiver).
Does that not speak volumes that General Orders, has been thrown out of the windows by Government Sevants (Civil Servants) and they are just marking time, chatting kampong stories, love affairs, committing ‘hidden khalwat’ in office storesrooms, making love in Putrajaya Office Lifts, driving to Century Hotel along Jalan Syed Putra on Fridays in couples, walking the malls during office hours, lawatan sambil belajar 20 kali setahun, and what not.
Now, since you agree that being “Hard & Persistancy” is required, to solve any inconvenience caused to Public, by the inabillity or incompetance, of a Civil Servant, than you also agree to the fact that Civil Servants are, sub-serviant or incompetant or morally unaware, of their scope of job, by not knowing who, how, why, when, and what, to serve the rakyat but, are sitting there to ‘makan gaji buta’.
There is a guideline, in performing their duties, but Nooooo,, what these Public Servants do is, they refuse to take accountability and responsibility but inadvertantly, push the buck to another person (who is this person,,,,,,,,,,, is a ?).
This is how they play the “wait & see game” , “frustrate the complainant”, “we will see how far up, a citizen can go”.
Since the citizen certainly wants to solve the problem, he/she persists, but at the expanse of whose Time, Money, Responsibility, Job, Leave, Traffic, Pillar to Pillar, Officer to Officer and what not other nonsence. Yes!!!!at his own expanses, after paying income taxes for the civil servants salary ,,,,, now he has to fork out,, more money for the Civil Servants Laziness.
Think it over,,, I might have left some other more, weakness of Public Servants that, you could fill them in, for others to share. Cheerrsss Mate!!!!!!!!

Agree with Dr Amrit that you have to be persistent dealing with Government Agencies. I know you. You will be more than persisitent , you will give them hell. DSP Azmi , it seems to me, is just like Ir Lai , trying to run away from doing extra work and giving all sorts of excuses . Apply the same kind of modus operandi with JPN/KPKT and see who will eventually give way.
Luckily, I am able to avoid the MRR2 traffic snarl for my daily trip to office but a real nightmare once a while when passing through that route going to KLIA .
The DSP even have the cheek to ask you to leave home earlier to solve the traffic problem when he himself doesn’t do that to ensure that he reached the meeting place with you guys ON TIME. Typical mentality and attitude of those complacent after being in power for so long. In fact I know of some big shot mentioning something about changing our lifestyle… you know… pinky lips…

if the meeting was at 6.45, he has to leave S.Alam around 6 to 6.15am. 6am if he respects being punctual. at that time I can safely say there will be no traffic. Not sure if it rained this morning, even if it rained, he could make it there if he left at 6.15am. Take the NKVE, DUKE and he can get there within 30mins. don’t think he needs to worry about speed ticket at that time of the morning. actually any time of the day for him. very much a big boss attitude, wants all of you there before him so he doesn’t need not wait, that’s why the JKR guys got the 15mins head start.
as for not easy, my girl in the office was stopped by cops at a block. She was ok but the cops repeated twice, tengok kita polis bulan puasa pun kerja bawah panas terik very loudly. not sure what they were trying to say. I’ve 7 guys working in my factory who are working in tough condition and they are fasting without complains. we deal with heaters and it gets very hot. They would welcome the swap with cops but the cops will not be able last a few days.
There just seems to be a culture attitude among some that they are working very hard and life is not easy and it is easy for the rest of us.

I find it as a HR problem not bureaucracy. It is not that you have not presented with a workable solution but the issue is, pardon me, that proposal came from you.
As I see it, DSP Azmi will still be not convinced no matter how much you explain because to him “awak memandai”.
The trick is that you should have got the JKR & MPAJ engineers to support your proposal. Get these 2 engineers to endorse or ‘ciplak” your proposal , present it again to DSP Azmi and I bet you he will start to kowtow.
Better still bring along a traffic consultant to present on your behalf and no way DSP Azmi dares to go back to DIGP and say the proposal would not work.

I know Dr Rafick as a kind hearted social activist. Therefore , I do not think he will charge for his ideas/design. But you can only be a professional to bear the liability of the design/proposal.
I am providing a solution to the impasse and this could be the way for PDRM to accept Dr Rafick’s proposal and go ahead with implementing the traffic dipersal proposed.

File a report against DSP Azmi for being late, to the Biro Tata Negara. He has failed on Time Management, which is the 1st Tenat of Civil Service Procedures. The other officials, in attendance will vouch for this indisciplinary act of Dsp Azmi.
DSP Nordin has been recieving so many Complains but, he has not been Solving them, instead he has been entertaining these complains, to fill up his dairy for record purposes.
That is why the traffic issue in MRR2, has been a bane for road users.
Receiving Complains are two worlds apart from,
“RAISING SOLUTIONS, FOR ANY PROBLEMATIC COMPLAINS”.

I sincerely hope that the boys in blue and other authorities can sit down to brainstorm for a solution. I doubt that a road-side meeting can be effective.

Those days…, our cops use to dress with a light blue and greenish brown uniform…., then they changed to a all blue….., I don’t know why.?
We are thought that they would change for the better…, but alas…..they have taken ten steps back.
So lets forget about them sitting down for a brain storming session….., they only have time to chase people who carry candles, dress black or yellow…..and what not be.
BRAINSTORMING:
This is Insulting for, Bahasa Malayu, how can the Malaysian administration use an ‘English Term’ or ‘Procedure’ to solve a problem in this country. No….no….no…. Euro 114M they can take.
You can’t solve something with people, when their Brains are in a Stormed Mode.
Brainstorming is a phenomena and is done before a project is implemented. Every aspect has been accounted for, ie Residential Population, Existing Entries and Exits to the Area, Location of the Road Connection, Vehical, Volumes of Flow and Many Common Sense Issues like Dr. Rafick, who has an MBBS, but is able to solve a Traffick Problem.
I won’t know much from here, but looking at the map plan it looked good. Offcourse on site it is best known by doing an effective analysis of the senario. The problem is, despite having found a solution, these Government Agencies are giving being a STUMBLING BLOCK.
KNOCK THEIR HEADS, IS WHAT THE NEED IS, TO SOLVE THIS ISSUE.

The idea is simple to solve a problem.
It is simply to create a problem so they can have a ‘solution’ to that problem. Otherwise, where to get mega project?
I am waiting for the time when they gonna build the bridge to Indonesia. Maybe next one (and after the double-track railroad) would be a bridge to China; to foster our close relationship with these chinamen.
Speaking of infrastructure, I am totally amazed with the road that they built from Gua Musang to Sungai Pulai. On our balik kampong trip, I decided to take this route that was recommended by a friend. I couldn’t believe that it was a 4-lane carriageway!!! I thought it was just a tarred road until I cruise through the toll free 4-lane carriageway. Those days, it was only passable with 4-wheel drive. Imagine that!!!…
You have to take a look at the scars that were created at Gua Musang’s side; just awaiting disaster to strike.
Sadly, we Malaysians are not environmental conscious. Actually, what are we really conscious of?
