1. Though the issue of Hassan Ali and his antics has been going on for a while, I had decided to stay on the sideline because I wanted to hear the pieces from everyone. His latest comment and attacked on SELCAT even receives UMNO Selangor backing. While initially he appears to be going against SELCAT and after tremendous pressure he claims that he is merely raising the concern on how government officers were being demonized by SELCAT.
2. About a week after PR won the state of Selangor, I wrote an article on my blog under the heading “Clean strategies to continue winning the peoples heart – Part 1” which went online on the 20/3/2008. In that article I highlighted the importance of the State Government in refocusing its goal on the people, enhancing the professionalism of the state government machinery, improving public relations between the state and the people, maximizing ROI on the state assets and the most importantly the Formation of the Good Governance Commission (GGC).
3. I shall reserve my comments on the many issues that have been raised in the above said article and for now I want to say a few words on my suggestions on the formation of GGC. Maybe in the initial stage, someone in the Selangor Government read my blog and decided to form SELCAT which essentially embodies on what I had written about the GGC.
4. Outright, I must say that I support the formation of SELCAT but it has not really met my expectation of the formation of GCC. It appears that SELCAT was formed to dig up dirt that has been buried by the previous government as well as to show the people how dirty some BN office bearers has been. This is a fair thing to do. After all BN has been attacking PR from all corners using all available government machinery. My expectation is beyond what they are doing now. I expect them to push for good governance. This has not been reflected in SELCAT agenda.
5. Hassan Ali real intentions are only known to him but I must say that I am extremely displeased with his methods of raising issues. What he has done is actually weakening the non Muslim support for PAS. Some of my non Muslim friends now begin to question the validity of the slogan “PAS for all”. This goes without saying that it is affecting the stability of the PR government.
6. Hassan Ali needs to learn the meaning of being a team player. A well oiled efficient that shows a cohesive front always ensure that everyone wins. Unfortunately he is looking for a solo victory as if this is a 100m race. I am not sure what is waiting for him at the end of the 100m line.
7. On the GCC, it is time that SELCAT expanded its membership and it structure. It appears that SELCAT has BN members as well on the committee but this is not good enough as the BN reps tends to be quiet and not cooperating in asking the right questions. From what I gather during the hearing, the PR reps play a prominent role. SELCAT is a double edge sword; if it is not used properly it will cut oneself.
8. I say it is time to enhanced SELCAT into a GCC with the aim of enhancing governance. In the process of enhancing governance, certainly all the wrong doing will be dig up. GCC needs to be given the proper powers, immunity and accessibility. It needs fulltime machinery that can investigate as well as prosecute those who had stolen from the state.
9. Within it, there must be a check and balance system. While there can be a state representative in its organization, GCC must bring in talents in the form of investigation experts, technical expertise and prosecution experts. What is the point of raising issues in the DEWAN and then says that SELCAT will leave it to the police and MACC to investigate. It only shows that the PR government is not serious in cleansing the system. Let me reinforce what I have been saying repeatedly before. The Selangor Government must behave as a government. If there are no laws, create the law and then act accordingly.


Mind you. The residents in Bukit Utama does not like him.

Mais spell out who can speak on Islam in Selangor

(Bernama) – The Selangor Islamic Religious Council (Mais) has drawn up guidelines on issuing public statements through the media on Islamic matters in the state.
Mais chairman Datuk Mohamad Adzib Mohd Isa said all public statements related to issues involving religious administration in the state and all directives to religious officers and mosque officials could only be issued by the Mais chairman, Mais secretary or the director of the state Islamic Religious Affairs Department (Jais).
“Any other person wishing to issue such a statement must first get the approval of the Mais chairman,” he added in a statement issued here today.
Mohamad Adzib said the Sultan of Selangor, Sultan Sharafuddin Idris Shah had given his consent to the guidelines which were applicable in the state.
He said there were five religious authorities with jurisdiction over Islamic religious administration in the state, namely the Sultan, Mais, state Mufti’s Department, the Syariah courts and Jais.

2) He is an Executive Councillor of portfolio, which is not

Strangely, in today’s climate of our country where it is sickened with corruption, pollution, and whatsoever; we still believe that what we think (our thought on certain subject) is right and correct. As AK had said it rightly, the ‘holier-than-thou’ attitude. As being mentioned before, we are bias in our own ways, and we may at times gone overboard. But, with some ‘sensible’ commentators, we are able to have a good discourse.
Generally, people ‘condemn’ others due to few reasons:
1) Trying to solve a problem but lack of tact.
While talking about the problem, they may exaggerate a little. Nevertheless, the motive is mainly to get an idea across. It may be inappropriate, or in a way that may leave negative ‘feelings’; but the intent is not hateful.
2) They want to discredit others.
Their motive is to instigate, or felt that they must defend or glorify themselves. It is said that people who talk maliciously are really ‘terrified’ people. They may need to manipulate others to feel safe.
3) They want to be accepted, so they will talk about it to make themselves feel better.
Very straightforward.
It does not matter which category we fall in. The point is that we must be honest to ourselves on what our real intent would be. When we are being ‘too honest’, we can come a point of being ‘blunt’. The scenario is akin to asking ‘sensitive question’ during our kelas agama or in a meeting, where we put the ustaz or the boss in a ‘tight’ position. Malaysians are still far being able to accept criticism; and we are usually in a ‘state of denial’. It had became part of our identity. Take a good look at ourselves.
Frankly, hypocrisy is as odious as racism; probably worse. The biggest problem thoughout the history of man is the fact that racism is anything but an anomaly. If you have a point, spit it out; and elaborate. We can agree to disagree.

Your suggestion of pushing for the Formation of the Good Governance Commission (GGC) is certainly an excellent idea. Along with it, the State government should conduct educational programmes on the responsibilites of the local authorities. I believed that some problems are left unattended because there are over-lapping of responsibilites between the respective authority and the local council. By having this information communicated out, the locals will be more aware of their rights, including their responsibilities as a resident of that area.
When policies are in place, it is only time that will lead to better system and governance. It is envious to see how our neighbouring country, Singapore is doing it so well.

Some say there were too much force used in the Selcat sittings like using a hammer to kill an ant type of argument.
Frankly from what I read, these DOs are either ignorant of good governance or are just not suited for the job that demands all the uprightness in a person.
Why should we rakyat settle for these type of low bred low self esteem people to run our civil service? Are we so culturally corrupt that we can’t stand up to the pressure of refusing to do something that is wrong?
Civil servants in Malaysia always have it good. No amount of wrong doing can have them sacked but only transferred.
To those who say that Selcat must be more tactful, try working in the private sector. With these type of wrongdoing, these civil servants will not only get the sack but also a case brought against from failing in their responsibilities probably CBT for abetting in the commision of fraud!

The real culprit in this whole episode are the BN aduns who rushed to spent their allocations and in the process sometimes hookwink the public by using the money for their own purposes. The civil servants ( DOs ,acting DOs and ADOs ) are supposed to be the gatekeepers to these public funds. However some of them did not do their job properly and should be held accountable.
The SELCAT hearing is still on going . Hopefully the DOs especially Klang’s keeps a cool head and continue giving testimonies. It should not be a witch-hunt but to find chinks in the system of state administeration. Then new rules and regulations need to be enacted. Old rules re-enforced. Training and education of officers to be reviewed. PDRM and MACC should go after those crook ex-Aduns. Maybe each current and future Aduns needs to come up with a planned budget on their allocation spendings ,rather than the current haphazard way of spending the money.
At the end of the day the rakyat benefitted by being better served. “Merakyatkan Pentakbiran Negeri Selangor”

1. do all adun irrespective of whether they are ruling or opposition get the same amount?

(1) The annual allocations is only given to BN adun. In areas where the ADUN is from the opposition, allocation is given to BN ADUN in other areas and they will “adopt” this opposition playground.
(2) I believe it was used up completely before the election
(3) I believe, the speed of spending is not really important but HOW (were procedures followed?) it was spend and on WHAT they were spent is important. It is also important that the money were use for development and not for pre-election campaigning.
(4) I believe SELCAT will address this matter soon

Asia is today at the crossroads.
Where in the past the excesses of the ruling parties were tolerated and deemed a necessary evil for whatever reason; but today, even the highest Heads of Government are being held accountable for their actions and/or inaction when in office.
This can be seen recently in Japan with the fall of the ruling LDP losing a landslide loss to the DPJ after 54 years of unopposed rule. In Taiwan, after an 8 year rule, the ex-President Chen has been sentenced to life in jail for corruption, while his wife was jailed even before he stepped down from the post. Korea has seen a string of ex-presidents and their cohorts being dragged to court on corruption trials cumulating with the suicide of ex-president Roh who had won the presidency on a ‘Mr Clean’ image but later investigated for corruption & bribery.
It is yet to be seen if Malaysia is ready to move forward with the rest of Asia and the world towards such demanding standards.

Abuses of such nature by BALKIS , RM 24M Khir Toyo’s house , Disneyland extravenza and so on , would never have been brought up , had SELCAT not been there.
As far as civil servants are concerned , they are subjected to disciplinary action, for anything they do is/was wrong. Unfortunately the “Malay Government Service” has been hoodwinking the Tax Payers by posting or transfering , unscruplous Civil Servants , for every wrong done by them, without disciplinary action being taken. MSM has been preventing such news from being exposed from Tax Payers Ears.
Hasan Ali is one of the breading insects of that Government Service, that is why he said ‘Dia Nak Bela Melayu’.
Which Melayus is he talking about?

(1) I find the comparison between a domestic matter and SELCAT is not a fair comparison. It is like comparing Grapes and Jambu Batu!
(2) Hassan Ali has change its tune on SELCAT from initially attacking it and says that it should not be done and then to the need to have non political member and latest he questions the manner the questions is being asked. Basically HA has been changing his arguments when he is being pressured.
(3) In trying to establish the truth I think it is fair for SELCAT to ask, questions in any manner it deem fit.

Some one in this session brought up the word ‘QUESTION MANNERS’ and ‘WITCH HUNTING’.
Nothing gets someone like YB Teng or any investigating officer(IO) irritated, when the questions he/she(IO) poses for a reply, are being derailed, by the answering party(DOs).
YB Teng and Gang knows, there is a set of procedural accounting system and SELCAT is to seek information, to determine the truth, which happened to be in the possession of the DOs. Teng or any of the SELCAT team, are not or never were or have been, DOs at all.
SCOPE OF WORK or JOB DESIGNATION, has been allocated to DOs, in their LETTER OF APPOINTMENT. DO works with in the frame work of General Orders. If the DO is out of line, he/she becomes accountable for it and is subjected to Disciplinary Investigation.
HASSAN ALI (The Insect) IS FULLY AWARE OF THIS PROCEDURES.
As we notice the BN Aduns, are not called up 1st, because they only received the money, prepared and signed out by DOs, within accorded responsibilities and duties. Therefore,, the money is not sieved or stolen but, if the DOs could show proof well and good, BN Aduns can be charged, like Khir Toyo’s case. Should the DOs fumble in their records than, Bingo Rakyats Money has been misused, by the DOs.
Only when the DO has reveilled the true information can, the BN Aduns be put under questioning or reported to MACC.
As far as the BROMS were handed over to Government Servants, does that not tinkle a bell in all brains. That is, the BN were aware that Government Servants have been fooling the Publics Finances but, BN Government did not have the GUTS for the TRUTH TO BE RECIELD. PAKATAN RAKYAT GOVERNMENT OF THE RAKYAT DID IT,,,,BRAVOOOOOOOOOO.
If anybody here is saying adat resam melayu, sopan santun melayu or budibicara melayu,, I say stick it up,,.
Almost All Melayus have been taken for a ride, by these PHILOSOPHICAL ETHICS, being drummed by BN Aduns and MPs, ultimately enriching themselves and making MOST MALAYS Poorer by all these traditions and cultures.

Though I have been spewing my wrath around the blogs over the Selcat issue with that Hassan Ali, somehow I do concur with your suggestions with the GCC. However, I also understand Teng’s points of view on the setup of Selcat. Selcat is a select commitee selected by the Legislative branch.
We need to refer to the precedence & standard practice of parliamentary proceedings. Members of Selcat must be made up of state legislators. Perhaps, Singapore parliament is one good example. Get nominated legislators (non partisan ) in state assembly, then asking them sitting as the member of Selcat. It would do the trick.
Singapore style Nominated MPs, the brainchild of LKY…..Thinking of strategy of prolonging the longevity of PAP by giving what Singaporeans want……Alternative non partisan voice without strong challenge towards the government of the day…….Sorry for the diversion

Legislative branch should act as a check & balance. In short, we need 2 commitees. One with legislative, the Selcat & the Other with Executive, GCC. One identify with the weaknesses & recommendations (Selcat). One look at recommendations, come up with policies, implementing them (GCC) with Selcat acting as a feedback. Selcat is like Quality Assurance. GCC is like R&D…….Being an engineer me see things very different
Know why Teng says nothing worng because it’s really nothing wrong. Teng preside Selcat based upon standard parliamentary practices…..Tradition, Precedence, most imporatantly Constituition.

I can go further of adopting another Singapore’s parliamentary practices. GPC. Group Parliamentary Commitee……From there, potential Exco or even Ministers can be spotted.

Friends , remember this is the first time in the history of our nation, we such a thing called SELCAT. It is good if civil servants and those who hold public offices fear attending such open hearings. The fear will makes them perform their job properly. The public gets to know which person, civil servant or department that performed well or otherwise.
If we did not dig the dirt how are we to learn from past mistakes , for we did not see the actual dirt ?. It is like “accident investigation” seen on ASTRO. We must know the details ,the what,where,when, which,how and why of corruption and power abuses. With these informations we are able to prevent or minimise them.
Hope in the future there will be a MASCAT ( for M’sia CAT) for the federal level.

SELCAT has all the rights to inquire the DOs over the miss handling of the allocations. At the same time the DOs has all the rights to have all sort of feeling and emotions. We the rakyat has all the rights to know the truth about our tax money and express our expectation and view.
My view is this, SELCAT has all the reason to ‘hina’ the behavior and performance of the government officer, senior or junior, and they are all the same. Every time they were put on stage, such as witness for trials, they behave like clowns, only then you get to know how they performed their duties in government.
When their performance and ethic are being questioned they get angry, hello! This is not your private company, you are accountable for our money (is our tax money, who care if that is your personal money). If the officers cannot do a good job and nobody can criticize their work quality, they still behave like little warlord. They have trying to be king for quite a while, is time to wake them up, is time to talk a little bit of accountability!
Is not the person being ‘hina’ in the first place, is their lousy performance, sikap tidak apa, sikap tak tahulah, being ‘hina’, understand that crying baby! DOs.
BTW, either SELCAT or GGC, with those bunch of crying baby and big mama Hassan around, we are heading nowhere. They have been too comfort with NEP. By now, we should starting understand “Ketuanan” thing after all is a curse and not a blessing to the country.

(a) Hassan Ali wrong actions includes
(i) creating opportunity for BN to attack PR
(ii) questioning the way SELCAT conduct itself
which then equates it as questioning the Malays
(iii) not behaving like a team player
I still cannot understand why Hassan Ali needs to defend the DOs at SELCAT hearing and demands that it be done behind closed door?
That’s the problem – doing things behind closed door. It gives the impression that wrongdoings can be ‘kaotim.’ Just like the way BN works.
As a public servant, if you have done no wrong what is there to be ashamed of?
But if you have misappropriated funds, do you still think you deserve the chance to save face?
Come on, if you are in public service and cannot stand close scrutiny for your actions, then what kind of public servant are you? How do you expect us to trust you?
Instead you should welcome this opportunity to prove yourself – that you have indeed done your best and stood the test.

(1) I agree on public hearing. The law is very clear that all sessions of the house is open to the public. Selcat is no different
(2) In the case of the DO, it is quite obvious that
(a) Either he does not know his role and responsibility
as DO or he is too scared of BN politicians or he is
in cahoots with the BN politicians.
(3) SELCAT is not questioning the Malays. It is questioning the inept capability of the state government administrators
(4) As a government servant, they need to understand their job as per the SOP, Circulars etc. They should respect/fear those written rules and guidelines and not the politicians. Sadly they are more scared of the politicians

I agree with you that Datuk Hassan Ali’s real motives are for him only to know.I however question his timings and methods..it seems calling a Press Conference always work better to him than closed door discussions..also again this latest SELCAT issue is raised just before a critical by election for PR just like the beer issue previously when it is clear under the current law in force (no matter how much we disagree) alcohol regulation is a Federal matter(please refer article by PAS lawyer Hanipa Maidin).I cannot see how SELCAT can be termed as bullying civil servants when at stake is the rakyat’s interests which should be placed way above the vested interests of a select few.Datuk Hassan Ali’s silence on the cow head issue is also deafening..as Exco Agama, he should have at the very least issued a statement to condem the intolerant an unIslamic actions of a few Muslims instead of conviniently leaving the 2 Khalids to bear the brunt.Datuk Hassan Ali..your actions and inactions are definetly making us smell a rat!

but today when someone who are in the same boat pinpoint and say that there should be a SOP of a short for the selcat when conducting an inquery or investigation, everyone are starting to jump and badmouthing the man.

For the record, Jeff Ooi has retracted his statement & clarified his action. As for his feuds between Mr Khoo Kay Peng, it just died off. Anyway, though Jeff is so called Chief of Staff for LGE. Officially, he’s not a Penang official.
As for Hassan Ali, he can comment whatever he wants as long as he’s a mere adun but he’s an Exco. Collective Responsibilities apply here

It’s true that SELCAT is a double edge sword. If Pakatan Rakyat is not careful enough they might allow BN politician to use it against them. Maybe they should incorporate some more credible BN leaders to join the committee such as TengKu Razaleigh and maybe some private sector professional that’s not tainted by corruption. Also, they might want to include DAP leader such as Tunku Abdul Aziz. We must not allowed anybody portray SELCAT as political witch hunt.

i learned that some govern officers met Dato Hassan and complaint about Selcat ‘interrogation’ . They told Dato HA is their only hope because he is senior Malay exco in selangor . Maybe the way he raised this issue just to show to the rural malays that PAS is not a tool for DAP as labelled by UMNO (19 majo. malays DUN are from UMNO) . But i also agree that this will also weakening the non Muslim support for PAS.

The government servants have been functioning like the masters of the land for far too long. And for many decades, they have been insulated from being answerable for the bad decisions that they have made. So much so, that it is even trumpeted that “malay institutions” were threatened when the rakyat questioned actions like the MACC & Polis custodial deaths.
If they cannot take the heat, then get out of the seats! Give the job of running the districts to more accountable and competent people.
