1. A regular commentator on my blog sends me an email requesting me to provide more details on how the voting takes place among soldiers during election. I thought I would share it with some readers for the purpose of knowledge but I must qualify that the process that I am about to describe what was actually the process that I went through prior to leaving the Armed Forces 10 years ago. There might have been some changes since them which I am not privy to.
2. Soldier’s position in a camp or station is very dynamic. Some people go in and others go out. Soldiers are always posted in or posted out or they came in for temporary duties. Every time a soldier is posted in there will be movement orders and in would published in “Perbah II”. This publication is signed by the unit commander which basically sorts of confirmed that someone has been posted in or has been posted out.
3. The moment someone is registered on Perbah II, he is considered “a local resident of the camp” and he can vote. This is a secret document which only stays within the military circulation. It goes without saying that depending on who gave the orders and how the camp commander wants to play ball, Perbah II can always be backdated. Once published, the soldier can cast his vote. There are some ball careers or spineless officers in the Army that is willing to do this. I have seen enough to identify such a character. These are the kind of people that goes up the rank via the “express lane”.
4. It used to be that the entire election process is conducted by the Military themselves. It is being organized by a team set up under the OC Admin or the Adjutant. These two characters are very powerful influencing characters that can make a difference on whether election takes care neatly or otherwise.
5. They organized the place, the military verification officers, the schedule of voting and they control the ballot papers. The EC officers usually observe from a distant and usually do not interfere in the process. They would only receive the sealed bag once voting completes. I was told that since the last 2 GE, political parties agents are allowed to observe the voting process which was absent previously. As usual, the voting exercise is done few days earlier than the actual voting by the general public and while waiting for counting the soldiers ballot are kept in a safe place. In theory it is kept by EC. In practical sense, your guess is as good as mine.
6. Some people may be wondering when and how the votes can be manipulated. Firstly soldiers can be brought in and their names are published as unit member’s days before the election. Those who are brought normally have been screened and selected. They will be briefed and will be ordered wisely. They will be told that informed that the Army has ways to find out who they voted for. Indeed the system is not perfect. Post election, we could find out who the soldiers voted based on the serial numbers on the paper as well as the soldiers Bat C 10 No.
7. At the same time soft campaign is being done by those in the government. It is time for “Majlis gotong royong or Majlis perjumpaan dengan ADUN or Menteri. There will be good makan! Food is definitely better than the Armed Forces Messes ration. The soldiers will be advice gently to vote the right party. The serious side of advice is done by several officers.
8. Since the soldiers voted earlier than the general public, there is a long waiting time between the actual voting and the counting of their votes. These votes can be manipulated. The bags that contain the votes can disappears or be change. This is a serious concern that can actually change the result of an election.
9. Among the many factors that would affect the soldiers decision during voting is their mindset. As soldiers that are trained to follow orders and live in fear of their superiors, their mental state has been primed right up to the point they mark X on the paper.
10. The system is not perfect. It is open for manipulation by design. No serious effort is being taken by EC to ensure that soldiers voting exercise would be free from influence.
11. Maybe the EC should maintain a separate electoral rolls for soldiers and policeman which is updated quarterly and during a by election, the latest list is to be used. The election must be done outside their camps in public areas and managed accordingly by civilian volunteers under the eyes of the respective agents. Their votes must be counted on the same day and the result is announced to the agents as well as the public. The downside of this process outweighs the benefit of convincing the public that EC is truly fair and clean.

Read what Hassan Ali is propogating,,ssounds like he has been given a higher dose of UMNO Air Nipah + Air Tapai + Air Apa entah lahhh. This guy is really being a PIA (Pain in the Neck) for PR Selangor Government.
I got a feeling he got hammered by Sultan and now he trying to get support from these DOs.

The only way to minimize blatant manipulation of postal votes is an overhaul of the system:
1) All military votes go to one FT representative and one MP so that they can speak on behalf of the military.
2) Similarly all the police votes go to one FT representative and one MP also.
So at most 2 FT seats and 2 MP seats can be manilpulated.
Otherwise these military and police postal votes can be used to change the results of many many seats.
But as long as BN is in charge, such a change will never come about. Who is to know whether a particular army base has 5000 or 10000 soldiers? And who is to know whether one single person actually voted on behalf or the entire 5000 or 10000 soldiers? The opposition party is not there to verify the voter rolls, nor the voting process, nor what happens after the voting.

Why a need for postal votes ? Is the country so large they can’t get the soldiers, policemen to vote like any other voter at the constituency concerned. Malaysia soldiers are not in line of action and to what I understand most of the time our soldier boys are doing some private stint for the generals, their immidiate officers or doing some ‘fatique’ to keep the camp clean apart from ‘some little’ soldier chores.
2. Talking about transportation, the country’s travelling distance cut short where you can be in Kota Baru in the morning and efternoon in Perak, evening in Johor Baru. There is ample time for transporting soldiers to vote where they are supposed to. Policemen, they are all in town. So why the need to retain postal votes. I agree, if you are talking about our ‘rakyat’ who are in foreign land either working or studying.
3. It looks as though the BN govt is happy with the way things are going with postal votes otherwise long time ago they would have abolished them.
4. Finally, Dr. sahab, could you write an article to comment on the latest issue of the govt wanting to spend RM1 billion public funds for the F1 ( Formula 1 ) just to get the readers point of view. As I understand, participating countries are not at all involved in financing their home car teams in Formula One. It’s all done by their respective motor industries. Why should the BN/UMNO spend RM1 billion on this stupid Formula One ( F1) race. It’s not only ridiculous but UNACCEPTABLE to the right thinking public. When we parents are forced to put the education debt burden on our children’s head to get them University education, the UBN govt under NAJIB RAZAK, Mahadey’s puppet on a string, is lavishly spending for the benefit of Mahdey’s son Mohzani on Formula 1. This cunning old man, Mahadey, is very smart by using the name of ‘advertising’ the country to get the BN govt to sponsor the Formula 1. Malaysia doesn’t need that publicity. It’s already on the world map. The UBN govt has done plenty of bad things to give Malaysia the world headlines and attract world attention especially for it’s so called best of ‘democracy’ in the world.

Agreed with you ,why the need for blanket postal vote for military ,police and election staffs in our time of peace and stabiltity now. They should vote just like us civilians. What is the reasoning for the current postal vote system ? Of course those on “active duty” or citizens oversea should be allowed postal voting rights.
I wonder how other countries conduct their elections especially for their security forces? Anyone out there who can share with us on this ?

who has voted the ruling party retires as a lance coporal.

1. There is still a need for postal votes as our soldiers are not in the camp at all times. At one time, I know at least 4 companies from different batalions are manning our Malaysia/Thai border. Similarly we have large number of troops manning the Malaysia/Indonesia border.
2. The case is different with the police as they are on duty on election day. Hence they need to vote earlier. They are categorized as postal votes despite the votes are not being posted.
3. I still believe that my suggestions above is more practical
(1) EC maintains electoral rolls updated on quarterly basis
(2) Soldiers and police in camps vote earlier in public area outside the camp
(3) The whole election process is managed by EC and not by the army/police to give voters a free of mind
(4)Votes to be countered on the same day.
Way back in the mid 1980′s I was informed by a policeman that his father was a lance corporal for umpteen years. Evidently he voted for the opposition via postal voting. Then he decided to vote for the BN and he got his corporal rank!

Can’t find anything specific on SPR homepage regarding postal voting procedures by uniformed service personnel (Military or Police). Maybe hidden under other sub-section.

As the soldiers live in the bases, are the ID listed as such or their place of birth. If the latter is the case, does this mean soldiers get to vote twice in any election? One in the place they are posted and another when there is by-election in their birthplace or during general election
