1. I am sure everyone who is concern about fair election is doing some kind of research related to Army postal votes since PR raised their concerns with regards to the upcoming by-election in Bagan Pinang. PR are making some noises because of their concern on the impact of the soldiers votes which based on the March 8th 2009 election and being a former serviceman, their concern is not without merit. Allow me to share my experience of going through 3 elections while I was serving in the Army.
2. Soldier’s votes are very important to the ruling government as we all know that their numbers are significant when they are located in high concentration areas. I am not sure how many remembered that Najib won narrowly in Pekan during the General Election that took place after Anwar was sacked from UMNO. In that year, Najib by countable number of postal votes that came from the Army and Air Force base in Batu 9 and Batu 10 Kuantan.
3. During the same GE, Dato Anuar Musa (now Tan Sri) then lost the Ketereh seat because the airman at the Gong Kedak, which is located at the border of Kelantan and Terengganu, chose to abstain from voting. The camp is unique where it is located right at the border of Kelantan and Terengganu. They live in Terengganu and they go to work by crossing the road which brings them into Kelantan. They votes goes into Anuar Musa area in Kelantan. I remember when his wife complains to me that the soldiers were ungrateful for not voting BN.
4. In Bagan Pinang, the impact is significant as the Basic Army Training center is located there. At one time there are easily few thousand recruits and soldiers in the Camp. I am not quite sure up to where the extents of the electoral boundaries are but there are many other Army training centers along the famous PD beach road. Certainly they are concern on the impact. Unfortunately their concern appears to be targeted at different matters.
5. PR is concern that the election will be rigged. They are concern about multiple votes from one person and they are also concern of being accessible to the voters during campaigning. This would be their greatest mistake. I would say they should not be concern about the election being rigged or they are not able to campaign but they should be concern with soldiers being ordered to vote BN as well as specific people will be crossing the voting papers on behalf of the recruit and soldiers.
6. During the GE when Anwar was sacked, my voting rights were denied as the voting paper was not in TUDM Subang but was in Mindef. When I went to the voting center, I was told by the adjutant that my name is not in the list under Subang but was located in Mindef. I was given a number to call.
7. I remember calling them vigorously from morning and finally getting through at about 400pm. The Corporal that answered my call confirms that my voting papers were in Mindef and he said it would be difficult for me to go to Mindef and would probably not make it on time. He told me he can help me to cross the papers. I only need to tell him whom to vote. I told him not to do anything but my gut feeling is that someone had vote BN on my behalf.
8. In Bagan Pinang, PR biggest concern should not be about campaigning among the soldiers. They should be concern about how soldiers and recruits would be forewarned and will be ordered to vote certain individuals or certain symbols. Being recruits whose young brain and mind has been thrashed, they will follow orders. They would prefer to follow orders just to get a weekend pass or to avoid being forced to march with 40kg packs on their back.
9. I am not sure how PR wants to ensure that the recruits and soldier can vote without fear or favor. They will go and cast their papers under MAFREL and agents nose but they will never be able to ensure that the soldiers are casting their votes on their own free will. If they expect any of the soldiers or recruits to change their mind based on campaign promises, I can say for sure that they are expecting a big surprise. The only way they can win is they know exactly how many soldiers are there in the camp and they need to find matching numbers among the civilians population to neutralize this numbers and then work triple hard to get the rest of the voters to vote for them. Other than that they need some serious divine intervention.

The latest information about postal voters must be checked and verified, the magic show will happen:
1. Only 1200 soldiers are really working & staying in the PD area.
2. The master list for the last GENERAL Election is null and void.
3. Most of them were trainees: recruits, students attending courses and others on temporary duties only.
ALL HAVE BEEN POSTED OUT NOW
4. PAS must make SPR declare new list and verify each and every name.
5. Mindef can publish new postings within 30 minutes, thousands can be posted there immediately – it is a magic show event!
6. PAS must find out the names listed and checked if they are who they are…otherwise alot of hantut will appear from the Askar Melayu Graveyard.
7. Check families voting also…many have retired and left the area! WHY DO FAMILIES HAVE TO VOTE BY POST? THEY ARE NEVER INSIDE THE JUNGLES, NEITHER DO THEY GO FOR ANY DUTIES, IT IS THEIR SPOUSE ONLY, AIN’T THAT FUNNY AND A BIG JOKE! NAJIS YOU ARE DIRTY AND WORST THEN ANY p*g!
8. UMNO will cheat and create “senarai undi hantu”
9. Why vote one or two days earlier, when everybody is inside the camps?
10. No operational units involved all are schools and training centers! Big cheat !
11. Why can’t count all the votes immediately at the voting station same at the day same time after all votes have been cast?
12. Why need to keep ballots elsewhere for 2-3 days?
13. How sure the bags and votes are not changed, who is there to keep an eye on the bags for 2-3 days and 24ahrs a day?
14. If Najib is clean, proof to us that the elections are not rigged and is fair, do AWAY WITH POSTAL VOTING FOR THE POLICE AND ARMED FORCES AND THEIR FAMILIES!
15. HE STAYED IN MINDEF FOR DONKEY YEARS HE KNOWS WHAT TO DO HE HAS ALL THE DONKEYS THERE WORKING FOR HIM!

I have in my possession my postal vote which came to me after the GE in 97. My only sin was that I left the service and was still considered a postal voter as I was on leave prior to my ROD. I called the press for some support to highlight this. They came, the recorded and they chickened out. Blogging was not there then. Did someone vote for me? I wonder. for sure, I concluded that the postal votes are not foolproof.

1. you said you were in possession of your postal vote.if the vote is with you, how in the earth you are suggesting that someone could have voted for you.
2. at that time you said you leave the service but at on leave.that means that you are still with the force because leave doesnt mean left. maybe you still get the pay during that leave. all in all you are still very much in the postal voter list legally until the day you really left the service.
3. anyway since the year you mention 97, there are many effort done by the EC to improvise the postal voting system and procedures.

BTW.. recruits will not vote there as they will be there for a short period – around 6 months only and my source above is already there nearly 2 years but his name is still in some other camp in east coast… (i checked this morning at SPR website)..
BUT… recruits might be used to vote for those army personnel who are not there coz they are already transferred to some camps elsewhere…

Every eligible person has his rights to vote whoever he wishes or not to vote . Not allowing a uniformed personnel to do so is just no excuse.
A fair and transparent voting can be organised and held at any base or post. Why this has already not been implemented is a fault that can easily be corrected. PR , why wait. Insist on this postal voting for Bagan Pinang.

Back to army soldiers. Pity these guys. Their situation is like the bahasa proverb “hendak ditelan mati bapak , tak ditelan mati emak” or via-a-versa. Exclude airforce/navy,, these guys are renegades.
There is a demarcation division of behaviour, attitude, approach, vision, mental thinking between air force/navy and army personnals.
The recruitment, qualification requirement, varies between these air force/navy and army.
In the airforce/navy recruitment procedures,, english, science and maths,, is a very pertinent,,,,,therefore it will be very obvious city and town people , will make it to this sector.
The army is not very particular of qualification, because their recruits will be , carrying weapons and follow orders only. These army soldiers are decentralized from their minds and are tuned,,,, like a guided missel, for their bruteness and not brains.
The airforce/navy personnals are needed for their brains, so they are more creative and free thinking. This is because,,, the engineering aspects of aircraft and naval ships are the power of the force. Apparently these machines are very much serviced by other ranks and the officers depend on them. Bottomline,, interactiveness between the officers and their men, determines the outcome of behavoiurs, from the lower rank to the highest rank.
Army 90% possibally vote BN and 10 % for others.
Airforce/Navy 15% for BN and 85% for others.
We can’t allow the possibility,, of eliminating the influence of internet these days. Where news like Submarine Euro 114M commission, Sikhouy 28 news on commision and many other messages, that could influence their thinking to vote for PR.

Found another way to access….thanks to “zane”, whoever you are.
An update on the blocking of malaysia today.
It is quite apparent now that malaysia today was not blocked locally but rather the server in which malaysia today was hosted had prevented access to the content. The message from the proxy server (squid) from the host server indicated that all access to the content was blocked. Why the administrator or the owner of the hosting service did that I do not know. Very likely an injuction must have been taken out to exact compliance.
Ale I believed it was blocked and this time the block is very sophisticated and comprehensive. Some of the things I had tried to by-pass the block but failed :
a. Change DNS server – failed
b. Used Mt.m2day.org actual IP. They have 2 registered. Both failed.
c. Did a search for “malaysia today” and found an alternative website. I used that and went pass – only the first page. And then it was blocked again. Someone must be sitting at the gateway. Remember malaysia already has a singular gateway that ALL ISP must route to it.
d. Used a local proxy but local proxy is either down or blocked. Failed.
e. Used an alternative proxy and I went through. And then blocked.
f. Posted a comment at susan loone’s blog and shortly after even without any proxy mt was back online.
g. Will be installing tor. I believe tor can bypass any attempt at stopping a website. Just case this jokers try again in future.
Analysis : Either mt was down, blocked or the government used selective blocking. We will never know until RPK makes a statement on this.
I thought I do a followup on this.
When Malaysia Today was been blocked I did the normal rerouting of dns server, using proxy, using anonymiser proxy and yet failed. The error message actually came from malaysia today server proxy in the US. That basically meant that the proxy protecting the server (details can be checked at : http://www.robtex.com/dns/m2day.org.html) was actually hacked or the administrator had blocked the access.
This was when dns server change, proxy change, anonymiser changed all failed. And when it came back on the use of proxy was successful. Then it failed and I changed another and it was successful. It was as if they had a monkey sitting at the terminal watching and responding – china actually used that some time back.
I had also used onion-router or tor to access malaysia today and it is a better long term solution than using anonymiser or proxy. You must remember that all these public proxies are also available to the authorities.
Tor or onion-router made it almost impossible for the authority to know the request that you are using. I just checked my ip online and it showed that I am actually surfing from germany. And this point of exit kept changing.
Tor could be used by different people with different level of expertise.

I re-read your above article but you never mentioned the actual process of how soldiers vote.
Is there a roll call , with ID card checked against a verified printed name list ,ballot paper issued and marking of ballot paper in a booth ? Where is this conducted ,any specific place or just any old place ? How many election officers present ? All I know of as a civilian ,there is no ballot boxes but ballot bags. Can ballot paper be traced to the individual soldier by some number on these paper?
Soldiers do not have permanent addresses and get transfered from camp to camp quite frequently, and tranfer notices can be very short. How are these reconcile , number of soldiers with bases /camp?
You are in the best position to tell us ,being an ex-army and now ordinary citizen, the differences in voting confidentiality.

So,,, the handfull are getting rich , at the expanse or shall I say at the fullishness , of our voting privilage.
Its time to “hold the reigns and stop the hourse from overtaking , an empty cart”.

I am predicting a very ,very close result in this by-election, even if BN puts I.S.A. as candidate. Past results shows a trend towards opposition e.g. in 2004 majority was 4000+ to BN ,at peak of AAB’s popularity and then in 2008 majority was 2000+ to BN, reduced by half.
Surprisingly not all soldiers are programmed to vote for BN. In the last GE, 25% of the soilders voted for PAS. Which actually gives some hope to PR. They must make as much noise as possible to prevent the postal votes being rigged. Hopefully the same soldiers / recuits are still in the area.
Chinese and Indian voters are fed-up with MCA and MIC, because PKFZ scandal, Teoh Beng Hock’s and Kugan’s death in custody, parties’ leadership issues, “cow-head” demo and many ,many more issues. At least 70-80% of these voters will go for PR.
The remaining non-army Malays are 50-50. Thus the situation makes for a very interesting by-election. BN might try all their tricks and go all out to win this one. If they lose this, they lose “face” , it’s their home tuft.
It is not like KT by-election which was very close to the last GE , voters were just “correcting their mistakes”. Bagan Pinang IS the real test for BN and Najib.
Lose, and it will be like bowling pins dropping after this.
