1. I refer to an article that appears in The Star on 2nd May 2008 under the heading “An honour for Sabahans, says V-C” today. It is quite obvious that the appointment of Prof Dato Kamarulzaman at the eve of his retirement is done because of political balancing in the State of Sabah.
2. Though, I do not question on the appointment of the Professor as I believe academically he is probably qualified but I question on manner of his appointment. The good Professor was lucky to be appointed to this position because he was a Sabahan. It is a clear cut case of Politicians meddling in the appointments of government servants under the JPA regulations. The promotion of any government servant is bound by rules of the PSD but somehow this has not been practiced usually.
3. This is not isolated incident. The issue of political interference in the appointment of senior government servants has been going on for decades. This results in degradation of service as the best person is not always given the job. Be it for the Police, Army, PSD, Education etc. It is quite rampantly seen especially in the Education Ministry.
4. School heads which are traditionally has a strong influence in the community that they are placed has always been selected properly and the powers at be make sure the appointed has a proper political alignment. There has been instances where deserving candidates has been sidelined for district and State level appointment.
5. For example in the recent promotion of the Senior Officers of the Education Ministry, it took quite a while for the Ministry to appoint the DG and his Deputy. These two positions were temporarily held by the current incumbent officers before the appointment can be confirmed. There was serious political lobbying to ensure that the right person goes up. Until to the very last moment, their position was not confirmed. This reflects a very poor planning on the part of the Ministry HR where appointments are confirmed at the very last moment. By right, to ensure a proper succession planning, their promotion should have been made known earlier to ensure smooth transition services.
6. While the politician sets the general direction of a particular ministry, the separation of powers between the PSD officers and the Minister is quite clear. This is well documented. However, it has always been the case where the politician exerts unwritten power and influence to ensure they get things done according to their will. This has a long term impact in terms of quality of service especially where the best brains are not given the job but the person with the right connection is given a particular position.
7. There is a need to change. It is time that Government Servant (GS) take stock of their own powers. Stand united and work according to written rules and regulation. The GS must work from within to weed out the poor employee and ensure that those people who are promoted on political connection are taken out. Protect the interest of the service. Be proud of the service and make sure that the right person is being promoted.

i’ve a very bad story bout our government “SERVANT”. i’d like 2 hightlight that “SERVANT” word. i’m not so sure if those GS understand what that word really mean?
The peak of all dissatisfaction start when, my uncle from sabah went to JPN at putrajaya for his passport matter. what surprice me, the officer there simply “throw” my father out of the very “MAHA MULIA” building bcoz he’s wearing sandals. how stupid is that? A folk who come so far n spend a lot of money n time to seek a little help from these call public “SERVANT” deserve to be treat like a rubbish??? seriously, i can’t figure out d significant of that rule…
seem’s like my write out of topic, but this is the implication of what ur topic tell’s about. they get the job that they r not deserve it (not event qualified it, it’s my thought), bcoz they have a “cabel” inside gov. sector. A lot of loops n corruption not even in the top but also in the root of our gov. All they concern is to increase the salary, colar n whatever else but not the quality of the service.
mind to remind u that ur(GS) income includes our money(non SG n everyone who paid for 5% gov tax for a plate of KFC we’ve bought). N please remember it’s ur duty to play a role as a real “SERVANT” for the public. Please remember,”badan yg tumbuh dr sumber yg haram, adalah bhn bakar utk api neraka”.
1.Bagi saya apa yg dikatakan di atas ada kebenarannya. Kalau rakyat Malaysia nak lihat keadaan sebenarnya campurtangan orang politik dalam kenaikan pangkat kakitangan awam, anda bolehlah datang dan buat kajian apa yang berlaku dalam Jabatan Pelajaran Kelantan.
2.Oleh sebab masanya sudah agak lama maka penyakit dalam JPN Kelantan sudah merebak ke serata negeri. PPD-PPD dikuasai oleh orang politik. Pengetua politik dan Penolong-Penolong Kanan politik sedang bertugas di sekolah-sekolah. Mereka bukan orang dinaikkan atas kebolehan, maka setakat mana mereka boleh bekerja?
3.Sekolah-sekolah di seluruh negeri Kelantan menjadi rosak kerana orang-orang ini. Mangsanya ialah anak-anak sekolah yang tidak berdosa.
4. Anda tidak boleh naik pangkat jika tidak ada blessing orang politik. Banyak sekolah kini ,bekas pelajar menjadi guru kanan atau penolong kanan manakala gurunya masih cikgu seperti dulu kerana tidak rekomen orang politik. Apa yang saya tulis agak pelik tapi realitinya gitulah
just publish the list of the candidates that got the PSD scholarship for this year for studying overseas…that will be a good proof about the obvious relationship btw the PSD and the politician…..
ps. i know that our Ministry of Education’s daughter is/was studying in australia….maybe PSD also sponsor her..
